A : → You can approach the China Commodity Inspection Co for Form A Country of Origin issuance. But you should know that there are some commodities that are expected to be excluded from the EU GSP 2005. They are plastics and rubber, paper items, consumer electronics, timepieces, jewellery, textiles, clothing, certain chemicals, articles of leather and furskins, footwear, glass and ceramic products, base metals, furniture, and toys, games and sporting goods.

A : → Form A CO is only required for claiming GSP tax concessions in donor countries like the US and EU. It appears that Indonesia is not a donor country of GSP and as such Form A CO is not required.

A : → We are a HK based household products exporter, who has alreadyacquired a GSP Form A for the EC. However, we are now considering tocancel this application and would like to know what actually would thedifferences be? that is to say, what actually is the tariff difference for our stainless steel houseware if we cancel the application?

A : → Under the new GSP scheme, the Chinese mainland remains a beneficiary. The new scheme will classify products into two categories, namely sensitive products that enjoy the benefits of reduced tariff rates by 3.5 percentage points, and non-sensitive products that enjoy total tariff elimination. To be eligible for GSP benefits, Form A Co is required. But a number of mainland-origin items, including plastics and rubber, paper items, consumer electronics, timepieces, jewellery, textiles, clothing, certain chemicals, articles of leather and furskins, footwear, glass and ceramic products, base metals, furniture, and toys, games and sporting goods, are expected to be excluded from the preference scheme. Regarding Hong Kong, the territory has been fully excluded from the EU's GSP scheme since 1 May 1998.

A : → Gorden,If the manufacturer was the producer and the goods were exported through an official trading process, it will not be difficult for them to obtain the Form A. But if the goods were exported through another channel which means they have not been correctly declared to the China customs, then it would be difficult to ask them to provide you the form A.Your European customer may have to pay higher import duty without the form A, but it could also be the result that the form A makes no difference if the goods were classified with no preferential duty rate against China origin.

A : → Is it duty free for exporting Ladies' blouse from FIJI to UK? Where we can get this information?

A : → We are an importer of consumer electronics in Switzerland and aswe are not a member of the EU, we are still able to import any goods with GSP Form A. Do you have any idea if the Chinese Government will stop issuing GSP Form A totally for consumer electronics?

A : → GSP Form A's continue to be issued by relevant authority in China for exported products eligible for GSP and fulfilling origin criteria if they are needed for claiming preferences in donor countries, like EC etc.

A : → The EU (including UK) has introduced a Generalised System of Preferences (GSP) in mid-2005, which will expire by end-2008. A : → Form A Certificate of Origin is required for claiming tariff preferences when the products are exported to the EU from a GSP beneficiary countries such as China. Q : → We are co-operating with a China mainland engineering company. The Chinese company is the manufacturer/exporter to Europe. The end user of the machinery is asking for a Form A. Our Chinese partner says it is too difficult for them to obtain the Form A. Can anyone help, is it possible to arrange it in Europe or must it be obtained in Shanghai where the goods are manufactured? any help is appreciated.

A : → Form A Certificate of Origin is required for claiming duty preferences in the EU under the Generalized Scheme of Preferences (GSP).
